How Do I Add My Project's Documents to REHABDATA?

NARIC serves as the repository for National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR), collecting and maintaining information and products of all NIDILRR grants and disability and rehabilitation research literature, and making them available to the public.

NIDILRR grantees are required to submit all non-peer reviewed and consumer products to NARIC. We also catalog and highlight NIDILRR-sponsored research peer-reviewed publications. All materials are cataloged in the Disability and Rehabilitation Literature Database (REHABDATA).

Please review your project's information and ensure we have all documents from your grant.

What Products Should Be Submitted?

Send us all of your grant products, including consumer and non-peer reviewed articles not just journal articles. Electronic documents may be emailed to tpyle@heitechservices.com or mailed on CD. Make sure that your correct project number is printed on the item or otherwise attached. Here are some of the items that your grant project may produce and should be sent to us:

  • Books and Book Chapters
  • Journal articles
  • Newsletter
  • Conference Proceedings and Papers
  • Manuals, Directories, Training Materials, and Guides
  • Technical Reports and Studies (Published or Unpublished)
  • Annual Reports
  • Audio/Visual
  • Multimedia (e.g., links to Podcast episodes or YouTube videos)

We do not collect or catalog the following items in our databases:

  • Abstracts
  • Brochures
  • Power Point presentations
  • Citations, unannotated bibliographies
  • Prepublication announcements

Are your publications accessible? Your digital documents and audiovisual materials should be accessible and usable by everyone. Take some time to learn about accessibility of electronic media with these Section 508 guides from the Department of Health and Human Services.

How You Can Help Us Stay Up-to-Date on Your Publications?

As part of our acquisitions process, we actively search for the work of NIDILRR projects in the journals and book catalogues in the field. We also rely on you to send us the publications which may appear in non-mainstream journals, magazines, and other publication outlets.

  • Send us your documents at tpyle@heitechservices.com! The easiest way to ensure that your documents are included in the NARIC collection and the REHABDATA database is to send copies of your articles, reports, curricula, guides, or any other publication. We welcome both digital and paper formats. Documents can be emailed to Tamie Pyle, tpyle@heitechservices.com, or sent by regular mail to 8400 Corporate Drive, Suite 500, Landover, MD 20785. Please include your project number with your documents to ensure accurate attribution.
  • Add us to your newsletter mailing lists. If you send regular mailings, please add our address to your lists. You can send regular mail to NARIC at 8400 Corporate Drive, Suite 500, Landover, MD 20785. You can send email newsletters to tpyle@heitechservices.com and jchaiken@heitechservices.com.
  • Alert us to pending book publications. As a library, NARIC may be able to request a review copy directly from the publisher. Please add Tamie Pyle, our Library and Information Services Manager, to any press release or announcement lists for pending publications.
  • Ensure your NIDILRR grant is properly attributed per the award terms and conditions. If your document does not include explicit acknowledgement of NIDILRR funding, we cannot index it under your grant number. If you are not able to edit or update your publication to include the attribution, you may complete an attribution confirmation form to attest to the funding for us to promote your work. We can still add it to REHABDATA, but it will not be linked to your project's Program Database record. Contact NIDILRR staff for updated attribution language.

What Happens to My Documents After I Submit Them?

Once we receive your documents, they will be reviewed and abstracted by our staff and the abstract will be added to REHABDATA. There is a general turn-around time of 30 days, with priority given to NIDILRR-funded materials. An abstract will appear with your project listing, if properly attributed, and be distributed via NARIC's email alerts.

Please take a moment to download and fill out our  and include one with your document submission. You only need to fill it out once. We'll keep it on file and apply it to all the documents you submit as part of your dissemination activities.

How Are Materials Made Available to the Public?

NARIC follows established copyright and fair use law. We store material in digital format but do not share copyrighted or commercial material digitally.  Physically, visitors are welcome in the "stacks"; digitally, our collection is fully indexed and described in our REHABDATA Database.

Some materials are available to download, but the majority is available to the public through our document delivery service. Documents are photocopied and shipped for 5¢ per page. For books and other reference works are copyright restricted, we may photocopy the table of contents and publisher information free of charge so the patron can make other arrangements.

Portions of the original research collection (Os) are available online in full, accessible text (PDFs). These include reports, newsletters, guides, and other materials generated with federal research funds. We monitor which documents are downloaded and how often. If your documents are already available online, we may also link to the existing file.

We collect a document release form for each project and keep it on file. One release will cover all of the documents we may collect from your project. If you are not sure whether your project has submitted a release, please feel free to fill out and email/fax the attached form.

Please note: This does not apply to journal articles! If you submit your published journal articles in electronic format, we will store the articles on our internal servers and may use the files to print copies for document requests. We will never email, post, or otherwise distribute electronic copies of your published journal articles.

Can I send my documents to you even if they are protected by a publisher's copyright?

Yes! NARIC is a library and clearinghouse. As such, we can collect and archive whole journals, individual articles, books, book chapters, papers, reports, etc., under the doctrine of fair use. We include an invoice with all document delivery orders which includes a notice of copyright.

Copyright law sections 107 (Fair Use) and 108 (Libraries) make allowances for library-related use of copyrighted material, including reserves, interlibrary loan, and research-related copying: "...it is not an infringement of copyright for a library or archive, or any of its employees acting within the scope of their employment, to reproduce no more than one copy or phonorecord of a work, or to distribute such copy or phonorecord if--

  1. the reproduction or distribution is made without any purpose of direct or indirect commercial advantage;
  2. the collections of the library or archives are (i) open to the public, or (ii) available not only to researchers affiliated with the library or archives or with the institution of which it is a part, but also to other persons doing research in a specialized field; and
  3. the reproduction or distribution of the work includes a notice of copyright."

For electronic copies, the Digital Millennium Copyright Act permits up to three copies, provided that digital copies are not made available to the public outside the library premises. In addition, the amended section permits such a library or archive to copy a work into a new format if the original format becomes obsolete—that is, the machine or device used to render the work perceptible is no longer manufactured or is no longer reasonably available in the commercial marketplace. NARIC may collect your works electronically, or we may scan and archive them in the future, provided we do not make them available for electronic distribution.

No copyrighted material is ever made available to our patrons in electronic format outside of the NARIC premises.

We have a product that is for sale through our center. Can we prevent electronic distribution through your website or document delivery service?

Yes! Please let us know when you have items you would prefer to distribute through your dissemination program. We will still abstract and archive the document with your grant records, and indicate that the document is restricted by copyright. We will direct interested patrons to your point of contact.
